Background and Need
America represent more differences than similarities today than at any time in the history of education (Cooper, 2007). This task leaves some teachers feeling as if they are teaching multiple grades simultaneously (Danzi, Ruel, & Smith, 2008).
Every classroom across the world is filled with students of mixed-level or ability learners. Learning Institutions have never been nor will they ever be one size fits all. To eliminate this annoyance, historically many parts of the world have even done things to try to change this design. In the middle of the 1930’s some school districts in the United Kingdom decided to divide students according to their IQ tests. Unfortunately one significant issue was these groups would constantly need to be changed after assessing the students because their progression rates would always be at different levels with each new concept introduced, leaving this not to be the solution (Salli-Copur, 2005). Teachers have battled for centuries with how to keep their high and low students mixed altogether in the same classroom from drifting into engaging in off-task behaviors due to their ability or lack of ability to complete classwork (Tomlinson, 2001).
